Landlord jailed after health and safety failings
A landlord has been sentenced to two-and-a-half years in prison after
health and safety failures led to a fire in one of his properties.
Michael Billings was charged by the
Health and Safety Executive (HSE) and Norfolk Fire and Rescue Service following the fire at a flat in Norwich.
Tenant Layla Skalli's life was only saved by pioneering skin grafts.
She had been given less than a one per cent chance of surviving the blaze.
An inspection found that there was no fire alarm in the flat and that gas appliances had not been properly maintained.
HSE inspector John Claxton said the case is the most distressing he has ever worked on.
He said: "Landlords have duties under law to maintain their properties and ensure they are safe places for their tenants to live. Michael Billings ignored these duties."
This follows Veolia ES Cleanaway's fine of £150,000 after
health and safety failures led to a major chemical fire at the Red Scar Industrial Estate in Preston.
