Landlord fined for health and safety failures

A landlord from Exeter has been fined £4,000 and ordered to pay costs of £1,787 after pleading guilty to health and safety failures.

Richard Elliot of Pennsylvania Road pleaded guilty to breaching the Gas Safety (Installation and Use) Regulations (1998) following an investigation by the Health and Safety Executive (HSE).

It found that when Mr Elliot was carrying out work in a property he rented out to a grandmother he did not fit the gas boiler correctly.

HSE inspector Simon Jones said: "The pipework left in the flat was extremely dangerous and could have led to a major gas explosion if one of the children had simply twisted the valve to let the gas escape."

He added that health and safety laws dictate that only engineers who are members of the Gas Safe Register are allowed to work with gas supplies.

Earlier this year, Anthony Grove of Essex was fined almost £1,000 for illegally working on gas boilers.
